Application process

The Incentive Fund grant application is a three-step process. The Incentive Fund team is available to answer any questions and support organisations throughout the process. 

Timeframe

Expression of interests can be submitted at any time. Applicants will be advised of likely assessment timeframes upon submission.

Stage 1: Expression of interest

Once an organisation confirms organisational and project eligibility for an Incentive Fund grant, the next step is to submit an expression of interest (EOI).

Applicants are encouraged to read the Incentive Fund Grant Application Guideline and must understand the EOI requirements as outlined in the EOI template. 

Stage 2: Investment case

If an EOI is successful, the Incentive Fund will work with your organisation to develop an investment case for consideration by the Incentive Fund OperationalManagement Group, and then the Incentive Fund Board.

The investment case includes a project concept proposal which will be developed by the organisation with support from the Incentive Fund. Upon submission of the concept proposal, the Incentive Fund will complete an organisational assessment to confirm the organisation’s capacity to deliver the project.

Upon Incentive Fund Board approval, the application then progresses to stage 3. 

Stage 3: Incentive Fund agreement

The Incentive Fund Board provides strategic leadership and direction to the Incentive Fund, and plays an important governance role, particularly regarding proposal assessment and the awarding of grants.

The Board is made up of one staging member respectively from the Government of Papua New Guinea Department of National Planning and Monitoring, the Australian High Commission and the Incentive Fund managing contractor, and 5 independent Papua New Guinean members. 

The Boards meets quarterly and performs the following functions.

  • Provides oversight of Incentive Fund grant processes to ensure fairness for applicants.
  • Provides contextual information, analysis and comment on organisations and their proposals in terms of viability, impacts and risks.
  • Makes informed recommendations or whether proposals should be approved for funding, conditionally approved for funding, deferred until a subsequent meeting, or not approved.
  • Independent members represent the perspectives of different community sectors, such as civil society, faith-based and private sector organisations, and provide input into strategic matters pertaining to the Incentive Fund.

Eligible organisations can submit an EOI at any time. Response times to submitted proposals will vary depending on when you lodge your EOI and the number of proposals being considered. The Board meets quarterly to review proposals. Refer to the timetable of Board meeting dates.

A wide range of Papua New Guinean organisations are eligible to apply for funding, including:

– Provincial and local-level governments and their trading organisations.
– Statutory government authorities (such as research organisations, universities, schools and hospitals).
– Community and faith-based organisations.
– Private sector organisations.

All eligible organisations must be registered with the Investment Promotion Authority or be established under Papua New Guinean legislation. National government departments are not eligible for funding.
