The Incentive Fund is Australia’s longest standing development program in Papua New Guinea and is the only component of the Australian program written into the bilateral treaty between our 2 countries.
The Incentive Fund was launched in 2000 with a broad goal of providing an incentive for Papua New Guinean organisations to deliver high quality infrastructure and other projects, build their capacity and, ultimately, contribute to stronger social and economic development outcomes.
Since the Incentive Fund began in 2000, more than PGK 700 million has been awarded to partners in health, education, agriculture, economic development, water and sanitation, and governance and administration.

Published in 2014, this publications shares the activities and impact of the Incentive Fund from 2010 to 2014. It explores how the Incentive Fund sought to influence more inclusive development through its relationships with partner organisations, and the work done to support the consideration and inclusion of women, children, people with disabilities, and those living with or HIV or AIDS. Details of how partner organisations improved their building designs, policies and practices in order to ensure there services could be accessed by all Papua New Guineans.
Published in 2014, this report shares highlights of phase 3 across, including in the health and education sectors in response to the PNG Government’s policies of free primary education and basic healthcare, introduced in 2012 and 2-14 respectively. The report also explores the Incentive Fund’s contributions to stronger organisations, greater inclusion and better skilled workforces.
Published in 2023, this Phase 4 completion report shares the highlights, results and development impact of the Incentive Fund from 2015 to 2023.
